Policy Analysis: OpenAI Industrial Policy for the Intelligence Age
A YLH Test Case In Policy Analysis
I built the Yahwist Liberation Hermeneutic to read ancient texts. Specifically, I built it because I kept running into the same problem within 26 years of evangelical and Pentecostal frameworks: texts that claimed to liberate kept producing the opposite effect. The surface language said freedom. The structural outcomes said control.
The answer wasn’t bad intent. It was architecture. The texts carried foundational assumptions so deep that they couldn’t be questioned within the framework, and those assumptions did the work of domination regardless of what any individual author meant or believed. Once I named that pattern in scripture, I started seeing it everywhere.
Any document that organizes power, distributes benefits, and encodes assumptions about who counts as a legitimate actor can be read this way. Which is to say: every policy document ever written.
On April 6, 2026, one day before Congress began debating AI legislation and 21 days before the Musk v. OpenAI trial, Sam Altman published a 13-page policy blueprint titled Industrial Policy for the Intelligence Age: Ideas to Keep People First. It proposes a public wealth fund, robot taxes, a four-day workweek, and containment protocols for AI systems that can’t be recalled.
This is what YLH found when I pointed it at that document.
The Method
YLH runs five analytical operations on any text it examines. Not sequentially — simultaneously, the way a body reads an environment. But I’ll walk through them one at a time.
Consequence before intent. The first and most foundational move is to refuse to let the stated purpose do analytical work. We don’t ask what the author meant. We ask what the mechanisms produce if enacted exactly as written. This is not cynicism. It’s precision. A policy that genuinely intends redistribution but lacks enforcement mechanisms doesn’t redistribute anything. The intent is real. The consequence is not. YLH reads the consequence.
Mechanism audit. Every policy document encodes a decision logic — a chain of if/then assumptions about how power moves, who holds authority, and what activates accountability. The mechanism audit explicitly traces that chain. Where does authority actually sit? Who controls the triggers? What happens when no one complies? Most policy documents look structurally sound until you follow the logic past the language.
Substrate excavation. Every document rests on foundational commitments it cannot examine without collapsing — load-bearing assumptions so basic the authors don’t know they’re making them. These are what I call the substrate. Excavating the substrate means naming the commitments the document cannot question, which reveals the structural ceiling on what it can propose. You cannot diagnose a constraint that the document cannot see from inside itself. Substrate excavation lets you see it from the outside.
Exclusion mapping. A document’s silences are as analytically significant as its content. Exclusion mapping asks: what questions cannot be asked within this framework? What positions cannot be held? What stakeholders cannot appear as co-authorities rather than recipients? The boundary of what a document cannot say tells you more about its power architecture than what it does say.
Conflict of interest analysis. Finally: who wrote this, under what conditions, with what structural interests at stake? This is not ad hominem. It’s material. A pharmaceutical company writing drug pricing policy is not a neutral analytical problem. It’s a governance problem with a structural name.
These five operations together produce what I call a consequence verdict — not a judgment of the authors’ character, but an assessment of what the document structurally permits and prohibits, who it positions as legitimate actors, and whether its mechanisms can produce its stated outcomes.
The Test Case
The OpenAI blueprint gets the economic diagnosis right. As AI expands corporate profits while automating wage labor, the payroll tax base funding Social Security, Medicaid, and SNAP erodes. The auto-trigger safety net mechanism, which automatically expands support when displacement metrics cross preset thresholds, is a serious design. The efficiency dividend logic is real economics.
These are not window dressing. The document is engaging the structural problem.
But the mechanism audit surfaces something the surface language obscures.
The wealth fund has no mandatory architecture. Companies “work with policymakers” to seed it, with no contribution amounts, no governance structure, and no democratic oversight. The tax reform proposes no rates. The four-day workweek is an employer pilot, not a labor right. And the containment protocols for dangerous AI systems require corporate cooperation to execute, meaning the company that generates the emergency helps design the emergency response. Each mechanism, traced to its logic, terminates in voluntary corporate participation. That’s not policy. That’s a press release with implementation language.
Substrate excavation finds the load-bearing wall. The document states it plainly: “Capitalism, imperfect as it is, remains an effective system for translating human ingenuity into shared prosperity.” That single sentence forecloses worker ownership of AI infrastructure, democratic authorization of development pace, and Global South co-governance of systems built on extracted data. Not because those positions were considered and rejected, but because the substrate assumption makes them unthinkable before the argument begins. The document cannot propose structural redistribution of ownership because its foundation prohibits it.
Exclusion mapping finds the rest. The Global South appears once, as a future market. Labor sovereignty — workers holding inherent authority over the conditions of their labor, not as a policy concession but as a pre-political right — cannot be expressed in this document’s language. The possibility that a good life may not require market participation at all is structurally unaskable. And the question of whether the pace of AI development should be subject to democratic authorization never appears. The only permitted question is how to manage what is already coming.
Conflict-of-interest analysis names what the framing obscures. Sam Altman is the CEO of a company preparing an IPO valued at up to $1 trillion, 21 days from trial at the time of publication. He has written a document that identifies OpenAI as a concentration risk and proposes OpenAI as a necessary partner in any governance response. We don’t permit defense contractors to write procurement law. We don’t permit financial institutions to design the regulatory frameworks that govern them without independent oversight. The standard applied in every other governance domain is not being applied here, and the document’s timing — one day before Congressional debate — suggests awareness of that gap.
The Verdict
This document is not disinformation. It is something analytically more significant: a sincere proposal that cannot work, authored by actors who benefit structurally from its failure to work, timed to occupy the policy space before external democratic pressure can force a structurally stronger alternative.
The consequence test is simple: if enacted exactly as written, who holds concentrated power in 20 years? The answer is the same entities that hold it now.
That is the verdict. And the method that produced it can be applied to anything.
Why This Matters Beyond This Document
YLH was built in a theological context to answer a theological problem. But the methodology is secular at its core: read by consequence, audit the mechanisms, excavate the substrate, map the exclusions, name the conflicts. Those operations work on any text that organizes power.
What I’m building toward is a translation layer — a methodology that faith communities, policy analysts, organizers, and researchers can all use, in their own registers, to ask the same structural questions of the same documents. The vocabulary changes. The operations don’t.
